Deck Design: Is UC3B (Above Ground) preservative treated lumber suitable for joists and beams?

Based on the code referenced AWPA U1-2016 Standard, TABLE 2-1, Footnote 1, the answer is no.
Footnote 1: Joists and beams shall be treated to requirements for UC4A when they are difficult to maintain, repair or replace and are critical to the performance and safety of the entire system/construction.

My question would be: when is this not the case? I've rebuilt old decks and never once came across a beam or joist that wasn't difficult to replace or wasn't critical to the overall system!
