Default dimension value catia drafting how to change

Our school uses catia for modelling and some machining. I'm aware of how to change dimensions for modelling, but when I create a drawing the dimensions come out in decimal feet. Years ago I was able to get the system to default to three place decimal inches by modifying the ANSI.xml file, but this no longer seems to work. How can I change this ridiculous default?

Yes, this definitely needs to be in Catia products topic. However if I took the time to write this, maybe I can give you advice.
Catia newer versions use a standard file which you can customize to be the default settings. I think your school didn't bother with the catia standard file to set up so it's left as is or taken from a previous version. I suggest to contact your local administrator who manages Catia in the school because most of the time these basic settints/standards are locked by a higher authority.
 
Yes it's definitely a result of IT not bothering to change this setting. I'm just trying to find where it is so that we can modify this on student computers. Another thing omitted from the student version (among other things like saving step fiiles) is the lack of title block templates for drafting. We've been able to get a work around for this problem but the dimension one has eluded me.
