may I know should a frame be designed for total earthquake load that is acting at each floor? if no, how should the total earthquake load be allocated to each frame? Thanks for responding

No, not unless there's is only one frame and somehow no eccentricity in the applied seismic load.

Based on a structural analysis considering the relative stiffnesses if the frames and the diaphragms. This document explains the basics: Link.

I'm afraid that I don't know Trenno. It was a lucky Google that I stumbled upon while trying to help out here. It might have been lecture notes.

The document referred by KootK is part of handouts for Earthquake Engineering Course (ENGC 6336), taught by Samir Shihada, professor in structural engineering at the department of civil engineering in the Islamic University of Gaza.
