Foundation one way shear capacity per ACI 318-19

Hi,

If we have top reinforcement and bottom reinforcement in the foundation, can the "As" in the "ρw" be sum of top and bottom bars in one way shear capacity calculations? ACI 22.5.5.1

(When applying equations in Table 22.5.5.1, the value of As to be used in the calculation of ρw may be taken as the
sum of the areas of longitudinal bars located more than twothirds of the overall member depth away from the extreme
compression fiber ....)
So , the "As" in the "ρw" covers bottom bars if the ftg does not subject to tension loading.
