Grouted anchors (ACI 318 17.1.5)

Dears,

ACI318 paragraph 17.1.5 says:

This chapter does not apply to [...] grouted anchors.

Grouted anchors have performed very well for many decades. They have very interesting technical advantages. Is there a way to design them according to the standard?

ACI318 Clause 17.1.5 ;

17.1.5 This chapter does not apply to specialty inserts,
through-bolts, multiple anchors connected to a single steel
plate at the embedded end of the anchors, grouted anchors,
or power driven anchors such as powder or pneumatic actuated
fasteners.

..and commentary to Clause 17.1.5 ;

R17.1.5 the wide variety of shapes and configurations
specialty inserts precludes prescription of generalized tests
and design equations.

I know that there are a few pages devoted to grouted anchors in the Five Star Grouting Handbook. They show a hole significantly larger than the rod diameter. I don't know what kind of testing they have to back up their methodology. The fact that the hole is much larger than the rod throws it outside of Chapter 17 (in fact, the handbook I have predates ACI Chapter 17).
