From Google Maps August 2018, the construction site hosting the crane is the red plot while the location of the building upon which the crane collapsed is the green site.

Here is another isometric view from Google with the blue house in the middle and what is called the Trillium on the left where it appears the crane was staged. The building on the right (#5670) that took the collapse must have been demolished recently and was being rebuilt.
 
According to a coworker that lives across the street from this incident, the crane was being used on two related and adjacent construction jobs, and it fell onto one of those buildings that was under construction. So it's all-in-the-family so to speak, which should make the paperwork easier.

Nobody hurt. A Stop Work order has been issued. Some nearby buildings have been evacuated as a precaution.

Small consolation for the neighbours that have to put up with the nonsense. In this case there is little separation between no harm, no foul and fatalities.
 
I've heard that the crane wasn't weatherveined although I've also heard the opposite and the pin was removed allowing the crane to freely spin. Does anybody have any clue on which one may be true?
