HS Cement in the BC Interior Area

Hello,

Question for people who have done projects in the BC Interior (Canada); I involved with a project and our GC has informed us that they cannot source HS cement (S-2 Classification) as no concrete suppliers keep HS Cement in the area - opting for a high fly ash content mix.

There are shrinkage/ finishing concerns with using a high fly ash mix in this project and I'm wondering if this, 'No HS here' bit is actually something people have heard before in the area, or if the GC is just looking to save a bit of money.

Additional note: A big red flag for me is the concrete supplier seems reluctant to put, 'HSe' as the cement type
 
We typically allow for substitutions provided they have documentation that certifies the mix meets S-2 requirements.
