Moment Frame Question

I have a moment frame for a screened porch that is not working very hard. It is resisting mainly wind loads. It is a W10x22 beam on top of an HSS5x5. Based on the numbers, fillet welds will work. Any reason I would have to use full-penetration welds?

Then why provide the HDG option on the TBs?
Who knows? Regardless, the coating will not survive the self tapping process.

I design those as enclosed / open structure as I've never found anything on wind loads through screens.

I was more getting at the moisture effects on connection strength, as those cam get pretty onerous.
