NBIC R-2 form requirement

As the owner of a boiler, I have recalculated the ASME minimum wall thickness for tubing based on newer allowable stresses as allowed under NBIC 1998 Interpretation 98-14, questions 4 and 5.

My question is do I necessarily have to file an R-2 form for this type of alteration where there is no physical change to the pressure parts of the boiler? There is no change to the U-1 form for the boiler. All I am doing is recalculating tmin based on a higher allowable stress from Section II of the BPVC. NBIC is clear that this is an alteration. I'm just wondering about the R-2 form.

Without getting an AI and a R-Stamp holder, nothing changes. As the owner, you can't just change the minimum thickness. You should contact your local jurisdiction for assistance.
