New ACI 318-19 shear equations for foundation walls

Our region is in process of adopting the ACI 318-19 code soon and I just wanted clarification on these changes. If I understand right, anything that does not normally have shear reinforcement (such as concrete walls (retaining or basement) in out-of-plane, one-way and two-way slabs, and plain concrete beams) would use this latter equation? That drastically hurts deep foundation walls for sports courts. We have a project right now where they want a 30ft basement wall for a rock climbing wall.

That's correct. Anticipate about 1/2 (or less) the concrete shear strength from previous versions. Some exceptions for the size factor for shallow foundations you mentioned. But yes, basement walls will likely be quite a bit thicker than an ACI 318-14 designs.
