OHGW - overhead ground wire on a transmission tower: want to ask if this GROUND conductor (which is installed at the highest position of the transmission tower) should be a BARE conductor or JACKETED conductor.... I thought : IN CASE OF LIGHTNING STRIKE, the bare conductor completes the circuit to GROUND. thank you.

You have reasoned it out correctly; jacketed would be a pointless waste of money and defeat the purpose of readily conducting lightning strikes to ground.
