Overhang with parapet wall joists question.

Very new engineer, just got out of school 2 months ago and now working on a project and got a RFI from a project currently in construction that I didn't work on but need to respond to. Basically I have a roof system with 14 GA 1000S162 joists spanning only 12 feet in the area of question at 16" OC and B36-20GA 1 1/2" steel deck on top of it. There was a mess up between structural and architecture, and the architect calls for a 2'-3" overhang, which may actually turn into 4'-0", over the roof with a parapet wall and soffit board underneath. The problem is that for various the joists cannot go out that far, so there will be a cantilevered overhang. See attached for pictures of what I am trying to convey, the structural, architecture, and my hand calcs/drawings. There is a total snow load on this overhang of 37 psf, including rain on snow surcharge and snow drift. This is one of my first ever projects and I do not really know how to proceed, what are the things I have to check for, and some solutions you guys think will work? All I am thinking of right now is to add another joist to the last one to beef it up, then strap a few of the joists together a few bays with a Simpson strap. Am I thinking about this wrong and what are my loads going to be? Any guidance will be much appreciated.

How far along is construction in this area? How do the original joists attach to their supports?
 
They are hung with hangers between both walls.
 
So a ledger system then?

I wonder if the parapet itself could be turned into a deep beam.
Alternatively, is the roof area that is behind the parapet so critical that it could not be "raised" to accommodate on additional layer of framing that could be proportioned to cantilever out that distance?
