"SA 578 LEVEL B" hard punching was not there but present on stenciling marking.

Dear All
Please tell me is it necessary to have hard punch "SA 578 LEVEL B" for 20 mm THK plate SA 516 GR 60/70. Stenciling showing "SA 578 LEVEL B" but no hard punch seen.

See SA 578 subclause 13.1
13.1 Plates accepted according to this specification shall be identified by stenciling (stamping) “UT A 578—A” on one corner for Level A, “UT A 578—B” for Level B, and “UT A 578—C” for Level C. The supplement number shall be added
for each supplementary requirement ordered.
 
Dose the definitions call stencil stamping only?
Why couldn't stencil be ink marking, etching, or some other method?
