Rebar Welding

Was AWS D1.4 revised recently about the filler metal requirement?
PCI Design Handbook used to say E70 and E80 could be used.
Now it shows only E80 can be used for A706 Gr. 60 rebar welding.
Can I use E70 with longer welding instead of E80?
I would like to know why PCI changed these welding tables.

I looked back through our versions of AWS D1.4 and 2005 and 2018 versions both show E80 requirements. Our 1992 version has no provisions for A706 steel.
