I am attempting to simply rotate a part in an assembly.
Can I do this without using the compass? If not, how would I use the compass to rotate the part?
Thanks in advance.

Well, should you take some basic user training session;-)
Or stat Catia help and there Mechanical design / Assembly design...

Find icon panel named Moving components and use it's tools.

Or drag the compass (using the center of compass) onto part's surface and simpy rotate the compass using the edges of the compass planes.

Yes you can rotate without the compass, several features in several workbenches
-Assembly designer -> manipulation
-DMU navigator -> Translate & Rotate

And some more, but the easiest way is to use the compass, either you drop it on the part and drag the edges for rotation or translation or you double click on the compass after placing it on the part to get the window for more accurate change.
