I can't make a breakout section in assembly. Also the hatch for different parts in full section for assembly has same angle.

First off, you didn't mention which version you were working in, but this works in MDT 5 and 6, and it's not this easy in MDT4.
I will try to make this as painless as possible, plus throw in a little extra.
1. Make a plane parallel to the plane that you want the breakout view. (planar parrallel + offset)
2. Draw a closed shape of your breakout line. (Basically this shape will be extruded by MDT)
3. Enter "ambreakline" at the command line and pick the line.
4. A scene will have to be made with the assembly in it.
5. Make a new view, choosing the scene as your data set, and while you are in the "Create Drawing View" dialog box, choose the "Section" tab, and in the type choose "Breakout".
6. After pressing "OK", follow the command lines from there.

As for the hatch angle, if you want to change the angle, double click the hatch pattern on your view, and the "Edit Drawing View" dialog box will come up, choose the "Section Tab", and pick the "Pattern" button, and finally change the angle of the pattern.

If you want individual angles for each part in the assembly, while in model space enter "ampatterndef" at the command line. The "hatch pattern" dialog for parts/subassemblies will come up. Click each part, and I would recommend changing patterns for the parts in the subassembly. Now go back to the layout tab, and update the layout. Zoom in a little on the section views, double click on each part and you will be able to modify each hatch section. You can change the hatch patterns individually now, and change the angles for each part. If you can't see the hatch in a part, you may have to change the scale of that hatch in the same dialog box.
If you didn't change the hatch pattern for each part by using the "ampatterndef" command, there would only by one global hatch pattern for the whole assembly and you would not be able to change the angle for each part.

Hope this helps,
Flores
