I calculated shear stress of the shaft based on the torque and found it is within the torsional yield of the material. Can I say design is safe. Or should I need to find angle of twist?

might want to consider bending moment...

Add fatigue analysis in case the system has cyclic stresses.

For shaft calculations in addition to the above you need to evaluate bending stress along with torsional stress, and decide on an appropriate safety factor. So, no I would not consider it safe.

How is the torque getting into and out of the shaft?
Does the torque vary over time?
How long would you like it to last?
