what will happen if we did not close compressor wash drains when we are starting up the turbine ?

Nothing Much,

Air will blow out the drains until you close them. If you continue to run with the drains open you will lose some performance. How much is dependant on the drop in compressor discharge pressure.
 
so what about anti surge ?

any one here worked in this type ?

I believe running with the drains open would be like adding recycle to the compressor so it may move the machine away from the surge line. It would also reduce the efficiency somewhat. There may be other considerations depending upon the plumbing of the drains and the gases involved.
