ABB, Siemens, Imphotonics (I think). Never seen Telemecaniqur doing that - but they probably have.

Most of the major manufacturers do have 690V versions available, but you must be careful in ordering them to make sure they understand that you need their 690V version, because in most cases it is different. 690V requires SCRs rated for min. 1725PIV, which are very hard to come by (most common SCRs are 1200PIV, then up to 1600PIV). In addition, normal low voltage isolation spacing is designed for 600V creepage and most bypass contactors are only rated 600V. So not only do 690V soft starter designs often need to be different from 600V designs, they need relatively expensive SCRs and other components as well so you will not find them in mass production. What you will see is separate part numbers for the 690V versions and often higher prices for the same current ratings as those designed for 575V and below.

FYI, once you get into "puck" type SCRs then 1800V devices are very common and easy to come by. The switch to "puck" type devices occurs well before the current levels we're talking about here.

North American contactors are typically only 600VAC rated but there are a lot of IEC contactors that have a 690VAC rating.

You not likely to find a soft-starter stocked in that currrent rating anyways so it will be custom built and building for 690VAC is not a problem.
