Specs vs drawings 2

The question is which one of these govern in case of a conflict. Ideally the goal would be to avoid a conflict between the specs and the drawings, but if that was to happen, which would govern?

We have a CYA note which indicates that in the event of any unresolved conflicts between drawings and/or specs, they have to provide the higher quality, most stringent, or greater quantity.
 
Just an example of why those CYA notes don't always work: the specifications say all reinforcement is to be 450 MPa...the drawings include a free form swimming pool, and for the pool alone show 250 MPa reinforcing steel. The material supplier has bid per specifications, and wants to supply 450 MPa for everything. For swimming pools, 450 MPa is too difficult to bend on site. Although 450 MPa would be the "higher quality", it is in this case less expensive than the 250 MPa. If the drawings rule per the Special Conditions, the supplier has no case.
