Sprinkler for the HVAC SHAFT

hAVE YOU EVER SEEN SPRINKLER SYSTEM PROVIDED AT THE TOP OF THE SHAFT INSTEAD OF THE VENT?

This is the fire code

NFPA 13 Sprinkler System
Sprinkler is provided at top of shaft, refer to exceptions, shafts with combustible surfaces require
coverage at alternate levels, accessible noncombustible shaft has sprinkler at bottom, 8.14.2.
 
What shaft are you talking about? My guess is laundry chute
 
I am talking about HVAC shafts. HVAC ducts are passing through these shafts.
Per NY CITY builidng code, title 27/subchapter 5, 27.344:
" all closed shafts have to be vented".
Now smoke vent provision is also not feasible in my case, as vents would be sticking out of the ground, and the ground will be used as the golf course.
so someone came up with instead of smoke vents provide sprinkler. which is harder as drain for the sprinkler, access to sprinkler head is a problem.
is there any reference which would allow me to go without the sprikler/smoke vents for these shafts?
