Torque calculation?

Hi!
How do we calculate Torque to be apply on bolts?
If Bolt size, length & Nut size known to us.
bolt size: 2 1/2"
Length : 17"

Depends on the application. Is this structural, or for a piece of pressure equipment? For the latter see ASME PCC-1

Always think in bolt elongation (irrespective of diameter, with or without hydraulic tensioner), not in torque.
