Do you know of programs or spreadsheets to design reinforcement in beams and columns?

Check out PCACol and PCABeam programs.
 
I could be wrong, but I believe PCAColumn and beam are now SPColumn and SPBeam now.

Your title, and then question don't really give us enough information regarding what you're after.

If you want some scary info on concrete trusses, look at the threads about the Miami pedestrian Bridge in the failures forum. Concrete is rarely used in truss form.

Theoretically a truss is made up of members that only experience axial load due to all the applied loads occurring at joints. However in reality some of the members usually see some bending as well and need to be analyzed as beam-columns.

All that being said, there sure are excel sheets that will perform those designs after you've completed the truss analysis to determine the loads. But whether those sheets will design them to your applicable building code, I do not know.
