Tube to tube sheet welding

Hi,

we have heat exchanger with tube sheet material 13CrMo4-5 th.20mm and the tubes are also 13CrMo4-5 od.60,3 th.2,1mm.
the pressure is less than 0,5bar.
for this welding joint is it necessary that we perform a PWHT?
please refer to a standard. cause the pressure is less than 0,5bar and it is not necessary to be according to a special standard.

we are going to do our Design acc. to ASME sec.VIII div.1.
but for me it is important to know
1-as a technical view, is it necessary to do heat treatment?
2-is there a code that mentioned it as a shall to do?

do not forget that it is a fillet weld tube to tubesheet.
 
we have methanol reactor. between head and shell is tube sheet with 380 mm thk.
shell thk. is 95 mm and head type is hemispherical with 55 mm thk.
we use ring joint to attach shell head and tube sheet. please give me your advise which kind of weld joint could be use for ring joint to tube sheet.
material of head : sa-387 f22 cl.2 with 4 mm s.s tp 347 weld overlay cladding
material of tube sheet is sa-387 f22 cl.2 with 6mm Inconel weld overlay

I have seen cases where entire heat exchangers were PWHT after all of the shell and tube welds were done.
But these are very rare.
Tube to tubesheet welds are almost never PWHT because;
1. Your furnace has to hold the entire HX
2. The amount of distortion can be problematic

In this case it is not usual to perform PWHT, but your drawing is not very clear. EDSTAINLESS gave you some justifications, but the welding filler metal is also important.

Your highly unconventional and heavy welded joint as well as your nearly impossible fabrication requirements make new problems for your heat exchanger ...... IMHO

Much more conventional (and industry proven) TEMA tubesheet to shell/head joints look like this:

Could you please explain again why you have put yourself in a position where a unique construction and a unique welded joint is necessary ?

I simply do not understand ....
