Understanding centrifugal fan curve 1

Hi All,

In a typical fan curve (pressure Vs flow) for a typical centrifugal fan (suction open to atmosphere, discharge pressure a few kilo pascals). Is the flow on the X-axis usually in actuals at the fan suction? or at the fan discharge?
Is the flow ever expressed in Normals?

I usually seen fan or compressor curves in Nm3/hr. But if its actual, usually its the suction flow.
 
If the pressure is only a few kPa, then there really isn't much of a difference. ...
