Wind Force on a Ringwall Supported Tank

Can someone help me by explaining how you transfer a horizontal wind force on a tank to a vertical pound per foot load for bearing sizing of a ringwall? This would be used as a component of the PT (total load on tank shell lb/ft) for 5.6.2 of PIP STE03020.

What diameter and height of tank?

Also, how embedded in the ground is the ringwall?

I've always assumed that the ringwall acts as one continuous unit; and that you would engage massive passive earth pressure to offset the lateral wind load.

This would be conservative, but you could also take a 1ft long segment of the ringwall and treat it like a footing. Then figure out what the wind related overturning moment would be; and from there get a bearing presure. I bet you would be outside the kern though, so that might not work.
 
The tank is 60ft dia X 40' tall. See the attached diagram. Is the lb/ft vertical load from W as simple as?:
Wind Pressure X 1ft X 40ft = W
W X 20ft / 60 ft = Load per ft
