I have the same situation many years ago that we ask vendor to weld a buffering layer of weld overlay, then after PWHT, weld the SS support ring to the buffering layer.
The buffering layer is welded to the base metal for major load bearing support.
Don't worry that much. Use method B and round attachment without considering weld size to ease your life. For sure you can add weld to round attachment, but no one cares about it.
Just design as usual with re-pad. The insert plate thickness is the cone + re-pad. The size of the insert plate will be the OD of the re-pad + 3:1 taper section to the cone. You may want to use square or rectangular insert plate with round corners to ease fabrication.

This special davit may need hand calculations for the arm and support clips. See Dennis Moss design manual for guidelines. Also check weld strength and local stress on shell.
