    OK, so 0V is closed, 10V is open, I don't need to actually ramp over the voltage. I was thinking this was a damper where you can control the air flow based on the positioning of the valve.

    Thats a good question...not sure if its on the 50Hz or 60Hz side of the island. The fan itself was EU in origin, so I imagine its 50Hz (if not universal)

    After some googlin' and finding only devices that are rated, I am trying to find out WHO gives the energy star ratings..ie is this similar to a NRTL rating or more of a CE..self certified and if so, what are the standards that you need to fall into? This is for a consumer electronics device.

    This is just going out for opinions. The cheap and dirty way is the simple 2/3 voltage divider, and it works...sorta. For slow rise time signals, I don't see much of a problem but for faster signals, I'm see the results of the capacitance on the cable, etc that gives me the slow fall and rise...

    I'm looking for a source that can build custom formed IR filters. I have a 38-40KHz transmitter, and a 2.3MHz receiver on the same board, with a physical shield between the LED's and so I need to get a filter made that fits over my board assembly.

    I think there are alot of contract engineering companies that can and will reverse engineer boards, and depending on the complexity, could cost you some large amount. If it has a programmable part, and its protected, then unless you or they can understand its function, might be in a tight spot...
