Is the tubesheet integral or gasketed between channel and shell? It seems that tubesheet are exempted by UCS-66.3 (governing thickness). Please, see fig UCS-66.3 (c) Bolted flat head or tubesheet and flange. If tubesheet is "sandwiched" UCS-66.3 applies also.

According API-650, is it permitted to weld a structural member (rafter), for a structurally supported cone roof? I was searching into standard, but it does not say specifically.

Normally source service has high concentrations of hydrogen. Hydrogen could be to induce cracks into material structure.
My suggestion is that materials for source service shall be with HIC test. See NACE standard 0284.
