We send out fully dimensioned PDFs and DXF flat patterns. We make it clear that the drawing is the master document, and that we are providing the DXF as a courtesy. We state the K factor used to generate the flat, and it is up to the supplier to adjust the DXF as necessary...

You could use convert entities to create a sketch element that is parametrically linked to your edge, make that sketch element a construction element, and then constrain your arc to have equal length to the construction element.

Wouldn't there be 4? You could "gang" the syringes together axially/concentrically, which might make it a bit more wieldy. A flow divider could still work, and if you can't find one of suitable size I wouldn't be surprised if you could make one yourself. Maybe even machined from plastic.
