By the looks of your screen shot you are using ProE WildFire 5.0. These are the steps I created to get what I think your looking for:
1. Crete an empty assembly, set accuracy to absolute .01. Name the assembly fan_test.
2. Create an empty part, set accuracy to absolute .01. Name the part fan.

Yes you will have to delete the cutout of part let's say "A" and then create a new cutout of the desired part let's say "B". This is the same when using copy geometry, but it would tell you "You are allowed to select on one part only".

Unfortunately 75% of these small components are placed by Coord Sys and will not give a clue to there location but I do thank you for your suggestion.

It seems the best way (which isn't that great) is to select the extrude of the small part from within the model tree of the top level assembly and just select edit definition and let sketcher zoom into the part. Then I can manually zoom out until I can figure out a location for the part within...
Yes that is correct about hiliting but unable to see on the screen. A 1mm X 1mm X 5mm part is like "literlly looking for a needle in a hay stack".

The accuracy is already set to Absolute = .01mm per our Meshing software requirements. I was hoping that inside the "Find" menu within Proe WildFire 4.0 there would be the option that once you select the item to find it would hilite the item within the model and possibly then zoom into it.

1. If you know the number of the draft you are looking for hilite it in the items found column and it should hilite and jump to that draft in the model tree.
2. With the draft selected, select the arrow between the items found and the items selected boxes and the selected draft will remain...
In the part open search tool, look for = feature, look by = feature, Attributes rule = type, Comparison = is equal to, Category = All, Value = Draft. This will show all draft so if you know a specific # you could enter that #.
