I don't want to over-characterize, but I am not far from this, and know that they're building a lot of these hydropower dams very (very) quickly.

We're also experiencing lots of heavy rains (beginning of rainy season) and subsequent flooding as new development changes the hydrologic status-quo. The entire Mekong basin is changing, and there aren't many people looking forward to prepare for what those changes mean.
