Is this dam insured, and if so how much.
Isn't there some type of warning system in place to warn the keepers of the damage there is danger. What is the normal procedures for dams all over the place. There must be systems and oricedures in place.

Looks like FEMA has guidelines but unless there is a federal enforcement agency, then it would be up to states to adopt or underwriters to require.
