HVAC Equations, Data and Rules of Thumb, by Arthur Bell. Published by McGraw Hill, ISBN 0-07-136129-4

I'm all for rules of thumb to rough out office space, hotels and retail etc, but your listed spaces should be roughed out by calculation based on usage.

There was a pretty good ASHRAE journal article within the last 2 years on natatoriums (indoor pools). The load varies a great deal according to water temperature, pool loading and outdoor air conditions.

The architect should be able to provide the head count.

I work in southern california...so the rule of thumbs might be different with certain requirments....I use 300 sqft/ton for exterior and 400 sqft/ton for interior zones....Air change rates you can find in the UMC or ASHRAE standards for that....and also for your ventilation requirements...In california i use 15 cfm per person or .15 cfm/sq.ft for ventilation.(title 24 requirment) Not sure this helps.
For lighting....well, again that depends on the application, but it can be 1.2 to 1.5 watts/sq.ft.

Rules of thumb, when substituted for careful analysis, are the basis of lawsuits.

I am working in Kuwait and ambt Temp is about 115 F..I guess thumb rules are effective when the application is matching and execution experience is very help ful for thumb rules.Pls check if the Ambt tem is same in your area.I can provide you some figure which proved effective.
