Min or Max Radius

if a radius has a Max or Min radius call out, is it affected by the general tolerance table in the drawing?

No. Your general tolerance table only applies to those dimensions that have not tolerance.

Be careful using a min radius. Basically anything larger than the min is allowed. There is no control on it unlike a max which sets a limit.

Call out will overwrite anything in the general tolerance table

Normally I don't control fillet radius unless it's a critical feature to avoid interference or stress concentration.
