Text Height in Paper Space 1

It's embarrassing that I can't find this by googling, but what text height do you use for callous. This would be the "paper space" text height - 3/16" height or 3/32"?

I expect different practices depending on different "company policies", but here is what ASME Y14.2-2008 says about it:
