Are you using a Microsoft mouse with the intelli point software? If so this could be an issue
Are the files that you ware working on located on your local drive or on a networks drive?
We have 2 top level folders that we use a folder for common machine tooling and a folder for product.
There is a sub folder for each product that we produce that contains all the files for that product and that is over 150 at this time. We have not experianced any proglem with speed.

That is how the design table works.
What you see in the table in the part is what will show up in the drawing. Just remember to use Crtl Q to refresh the table.
Once in a while I have had to delete the table from the drawing and reinsert it to update correctly.
We use edrawings for our viewer. It has eleminated some of the issues we ran into with the regular viewer it works much better imo. Also with edrawings we did not have to update all of the operating systems on computers that were not used for SolidWorks.
We let people use it at home but there has been a couple times that they have left the company and not uninstalled the software at home. Give this some thought on how you will handle this.

Measure your 21" crt and I think you will find that the viewing area is between 19 and 20". With this in mind unless you are looking for more viewing area you could get about the same area with the 19' to 20' LCD screen.

Only one of the listed motherboards will take the 64 FX-7X procesors, the other motherboards are socket AM2 boards so you would need to pick the ASUS with the L1 cpu sockets.
