I generally change the "justify" location (left, right, center, middle, bottom, etc.) then snap everything to an infinite line.
So far, that's the best way I've found.
1. Have you tried the "Clean" command? It allows you to delete unused blocks as well as other things that can increase a file size.
2. Sounds like a font file is missing. I'm just guessing, but it might be possible to find a copy of it online to download and place in the font file location...
As far as I am aware, the base units of your drawing depends on what template you start the drawing with. (Ex. The standard ansi template will start with feet and inches while the standard iso template will start with millimeters as the base unit.)
You can always figure out what unit system is...
Is the command still listed in your Customize Command List? If not then you could try to add it.
Other than in that one location, I can't find any other reference to the command.

I can hover over the icon to the left of each field and it will give me a description of it.
I can't say for sure that there's not another way, but that is the only one that I know of.
I installed a 2018 version last week on a personal computer and haven't had any problems with it running. Of course, after installation I did the registry edit to get rid of the activation message.

It is under the modify toolbar and looks like a Sudoku board. Once the Pattern window pops up you have the option for a circular or linear pattern. From there you can pick the axis of rotation, select items to rotate, and choose the rotation...
I had this saved in my notes for DraftSight commands. It changes up the order of operation that you are used to, but it should do the trick.

That tutorial appears to have been made back when they were running DraftSight on Windows XP, but should still be relevant.
In theory most of the commands are the same. They are just harder to find (in my opinion).

Everything looks like it should work, and the settings tested correct when I made a test drawing.
Check for objects on hidden layers, as that will cause the problem. This caused the issue when I tested for it.
One other thing to check is to make sure that there aren't any hidden or non-visible...

I haven't run across such a command, but you raise an interesting question. A quick search through the alias list didn't pull up anything, but I did find a hidden way to do it.

Maybe I'm missing something and you are already doing this, but you can just double click inside the viewport box to adjust the size and position of the model in relation to the viewport itself.
The actual commands are "modelmode" and "sheetmode" if you prefer to type them out or if you get stuck.
Looks like a scaling problem to me.

From there you can manually adjust the size of the arrows and also adjust the scale factor of the dimensions.
