Not sure this is so much an engineering failure as a marketing and design one, but yeah. Isn't it crap? Apparently it's 'art' as that spot is usually used for a sculpture of some kind.

Somday when erosion exposes the compacted solid waste, it is likely we will be wondering why we thought this was a good idea.

The original trash mountain was Montparnasse in Paris, or spoil mountain anyways, from the quarries that later became the catacombs plus other rubbish. That district had its share of disasters too:

I wonder if this might be the beginning of the end of Westminster Council's reputation as the poster child for not spending money on anything at all if they could possibly avoid it.
 
Pathetic and whimsical at the same time. Not everyone could pull THAT off.

I think it would have been fun/informative to have kept it up at least for several decades. Perhaps "up" is over-optimistic--better: "in place".

I find it interesting that they covered the mound with FAKE Astroturf, instead of the real thing.

The fake stuff needs water, I think. Does it drip through and "rain" inside. THAT could have been pretty cool. You put in a giant tiki lounge, and get that neat rain effect that is so highly thought of.
