I don't know when this option was added but in 2020, when copying sheets you are given the option to rename the label or not. Either way, the label can be edited after it is created
If the section is exactly the same, but copied for clarity of dimensioning, the label should clearly state...

I have had that happen quite a few times but had never associated the problem with being selections made near the edges of the screen.
Have you submitted a bug report?
If by cache you mean Recent Documents, you can run the attached .reg file to clear the registry before firing up SW.

That part was created with SW15, or at least it was last saved with SW15.

Or you could create a multi-body part by splitting the model at the radial intersections, then add the fillet to the edge, and finally combine the bodies.
I use VC's for things like non-standard shaped O-rings, epoxy seals, fluids, or anything which doesn't conform to the definition of a stockable part.
I also use them extensively for concept assembly designs.
Are you using an approved graphics card & driver? Run the SOLIDWORKS Rx > Diagnostics tool to check.
Have you tried changing the Background colour scheme?
